Аннотация: Данная книга является результатом совместной работы WWF России и РИА-Новости по разработке такого эколого-экономического индекса для регионов России, который бы учитывал экологическую устойчивость развития в широком контексте. Несмотря на отдельные попытки создания подобных индексов, ни одна из них пока не пользуется необходимым уровнем доверия и известности в России и поэтому не является надежным и эффективным инструментом мониторинга ситуации и не используется в качестве инструмента повышения эффективности государственного управления. В качестве основы методологии и методического обеспечения проекта были использованы теория и практика разработки индикаторов устойчивого развития и их агрегирования (интегрирования). По мнению авторов, наиболее проработанным в теоретическом плане, имеющим хорошую статистическую базу и возможность расчета на страновом и региональном уровнях является интегральный эколого-социально-экономический индекс «скорректированных чистых накоплений» (adjusted net savings). Принципы его разработки были использованы для построения данного эколого-экономического индекса. В результате проекта был разработан индекс, который учитывает экологическую устойчивость развития в широком контексте, включая экологический, экономический и социальный факторы.
